The Followers of Set are not just a religion, their organization includes an army that is filled with more then just those who willingly follow Set. They were once simply an organization of evil humans who worshipped snakes. This eventually brought them to Set's attention and he exercised his influence over them. In time many goblins, hobgoblins, and bugbears converted to Set away from their own goblin gods.
This wasn't good enough for Set or his followers. Soon all goblinoids were forced to answer to Set's armies, regardless of whether they worshipped Set or not. Unsuspecting halflings who lived near by offered little resistance as their entire community was either killed or captured. Now most halflings who didn't escape the Serpent Lands are forced to live as slaves.
The only thing that keeps the followers of Set from growing ever larger is that they now have a common enemy with the Free Legion. Neither faction wants to see the demons or their silver elf allies in the Red Plains to the north sweep over the land. A reluctant alliance is preferable to death, even for the most cold hearted individuals.
